Institutional History

Mallig Plains Colleges, Inc. (MPCI) was founded on February 14, 1951. The institution was established through the leadership of the incumbent president and the Board of Directors, alongside civic-spirited citizens Mr. Juan A. Galapon, Mrs. Felix C. Elefante, Mr. Pedro Y. Lactao, and Rev. Jose Pas Franada. Together, they responded to the vision of the late Mrs. Victoria Donato Ignacio, spouse of President Ignacio, to fulfill her dream of providing quality education to the ambitious children of poor immigrants who sought to progress beyond the elementary school level.

The school initially opened as a secondary institution known as Western Isabela Academy (WIA), a non-sectarian proprietary institution housed in a rented two-room building along the national highway in Casili, Mallig, Isabela. In 1952, the school acquired the site where it is presently located, constructing a building with more classrooms to accommodate a growing student population from neighboring towns, including parts of Ifugao and Mt. Province. The school became well-known for its high performance in both curricular and co-curricular activities, such as the NCEE, NSAT, and CAT, gaining continuous recognition from educational leaders like then-Director Eladio C. Dioko. It was often observed that the school outperformed many public vocational agricultural schools in the province, as evidenced by its functional vegetable gardens, crop farms, and cattle-raising projects.

Between 1992 and 1994, the institution opened a complete elementary school. On March 15, 1994, it adopted a new name, Western Isabela Polytechnic College (WIPC), as it began offering four degree courses: Bachelor in Elementary Education (BEEd) and Bachelor in Secondary Education (BSEd), with Dean Danilo T. Granado as head of the College of Education. This was followed by the appointment of Mr. Rodolfo de Luna as head of BS Accountancy (BSA), BS Commerce (BSC), and a two-year Computer Secretarial course. During this period, Mrs. Angela Granado served as the school registrar, while Mrs. Juliberta de Luna was named the college librarian.

On January 19, 2004, President Leocadio E. Ignacio, together with the members of the Board of Directors, decided to rename the institution Mallig Plains Colleges. This change served as a fitting tribute to the school’s growing service area and its clientele, particularly those from the Mallig Plains, which is widely considered the rice basket of Isabela.
